Horizon City PD’s Police Blotter: October 16 through 22

Once again, the men and women of the Horizon City Police Department kept their fellow Horizon residents safe and sound during a very busy week.

That busy week included several calls for traffic accidents, so please be extra aware and follow all traffic signs and lights.

October 21: No Arrests

0910 14100th block of Desert Sky, Officers responded to a complaint of an illegally parked tractor trailers at the end of Horizon Mesa St. Officers determined that the area that the tractor trailers were parked in is located on outside the city limits.

1009 500th block of Cactus Crossing, Officers responded to a residential alarm. Officers found that the residence was secured, false alarm.

1022 At the Horizon City PD headquarters, Officers received information on criminal mischief occurred in the area of the 400th block of Tierra Linda. The complainant wished to alert officers of the activity but did not wish to file a report.

1235 400th block of Mystic Desert, Officers responded to a residential alarm. Officers found that the residence was secured, false alarm.

1412 Officers responded to a complaint of a person disturbing in the area of Ashford St. & Alderwood Manor. Officers checked the area and found that the person had already left the area.

1539 Officers responded to a motor vehicle crash in the area of Horizon Blvd. & N. Kenazo Ave. Officers investigated the collision and generated a CR-3 crash report.

1911 Officers responded to a complaint of a vehicle driving erratically in the area of Horizon Blvd. & Darrington Rd. Officers checked the area and found that the vehicle had already left.

1913 Officers responded to a residential alarm at Lago Diseo, Officers found the home to be secured. False alarm.

2034 Officers responded to a complaint of a traffic hazard in the area of Horizon Blvd. Officers removed the hazard.

2047 14400th block of Desierto Bueno, Officers responded to a complaint of a vehicle disturbance. Officers checked the area but found that the vehicle was no longer in the area.

2050 700th block of Desert Ash. Officers responded to a domestic disturbance. Upon investigation, Officers determined that a person involved was in apparent need of emergency detention for medical/ emotional evaluation.

2117 14700th block of Horizon Vista, Officers responded to a domestic disturbance. Officers determined that the extent of the disturbance was verbal.

2136 14700th block of Summit Breeze, Officers responded to a residential alarm. Officers found the home to be secured. False alarm.

2145 14700th block of Summit Breeze, Officers responded to a residential alarm. Officers found the home to be secured. False alarm, possibly faulty equipment.

0025 14100th block of Peter Noyes, Officers responded to a complaint of excessive noise. Officers checked the area and did not observe any noises.

0055 19000th block of Bremerton, Officers responded to a complaint of loud music. Officers checked the area and located the source, met with the homeowners and asked for the volume to be lowered.

0222 14500th block of Puerto Del Carmen, Officers responded to a complaint of loud music. Officers checked the area and located the source, met with the homeowners and asked for the music to stop.

0241 13900th block of Blooming Desert, Officers responded to a complaint of a loose dog. Officers located and contained the dog which was held at the HCPD kennel awaiting pickup by county animal control services.

0252 14700th block of Horizon Blvd., Officers responded to a commercial alarm. Officers were cancelled and sent to a higher hazard-priority call.

0253 Officers responded to a complaint of a person causing a disturbance in the area of Las Palomas & Encantado. The person was allegedly throwing rocks in the street. Officers arrived and conducted investigation and determined that the person could be released to a responsible family member.

0300 Officers returned to the alarm call in the 14700th block of Horizon Blvd. Officers found that the premises were secure. False alarm.

October 20: No Arrests

0610 Officers responded to a report of a suspicious item in the area of Horizon Blvd. & N. Kenazo Ave. Upon further inspection, Officers determined that the item was not hazardous.

0717 In the area of of Eastlake Blvd. & Darrington Rd., Officers responded to a complaint of traffic lights malfunctioning. Officers checked the light cycles and found that they appeared to be malfunctioning. Officers notified TX DOT.

0813 200th block of Desert Breeze, Officers responded to a domestic disturbance, upon further investigation, Officers were unable to determine probable cause to charge either party with a criminal charge and asked them to separate for the day in order to cool off.

0902 Officers responded to a motor vehicle crash in the area of Horizon Blvd. and Darrington Rd. Officers conducted investigation and issued blue forms. (CR-2 crash report)

0946 At the Horizon City PD headquarters, Officers conducted personal identification fingerprints at the request of a person needing them.

1100 At the Horizon City PD headquarters, Officers conducted personal identification fingerprints at the request of a person needing them.

1214 Officers responded to a residential alarm at the 1600th block of Buxton. Officers found the home to be secured. False alarm.

1310 13900th block of Horizon Blvd., Officers responded to a complaint of a suspicious person, Officers checked the area but the person was gone upon their arrival.

1500 At the Horizon City PD headquarters, Officers conducted personal identification fingerprints at the request of a person needing them.

1538 14900th block of Cactus View, Officers responded to a complaint of assault. Upon further investigation, Officers determined that the incident had taken place in the City of Socorro, TX. Officers referred the complainant to Socorro Police Department.

1700 400th block of Jeweled Desert, Officers responded to a residential alarm. officers checked the home and found it to be secured. False alarm.

1720 500th block of Von Bargen, Officers responded to a complaint of Child Custody. Officers assisted the caller with information.

1731 Officers responded to a complaint of a snake in a residence in the area of 14300 Desert Orchid. The snake was removed from the home.

1747 Officers responded to a motor vehicle crash in the area of S. Darrington Rd. & Corby St. Officers initiated a CR-3 crash report.

1949 14500th block of Desierto Lindo, Officers responded to a complaint of burglary at a residence. Upon further investigation, Officers determined that no burglary had occurred. The property owner did not wish to file an incident report.

2100 13900th block of Horizon Blvd., Officers responded to a complaint of theft of service. Upon their arrival, Officers learned that the matter had already been settled.

2120 600th block of Orchid, Officers responded to a complaint of loud music, Officers requested that the homeowner lower the volume.

2252 800th block of Desert Silver, Officers responded to a complaint of loud music, Officers requested that the homeowner lower the volume.

2337 Officers responded to a complaint of a suspicious person in the area of Desierto Lindo & Darrinton Rd., Officers checked the area but the person was already gone upon their arrival.

0005 800th block of Desert Silver, Officers responded to a complaint of loud music, Officers requested that the homeowner stop the music.

0029 100th block of Sahuaro, Officers responded to a call of suspicious activity. Officers checked the area and found no signs of illegal activity.

0454 Officers checked on a vehicle and occupants in the area of Roslyn & Benton. Officers did not find the occupants to be in need of emergency assistance.

0904 At the Horizon City PD headquarters, Officers received a complaint of deceptive business practices on behalf of a construction operation. Officers determined the incident to be of a civil dispute nature.

1008 14000th block of Lago Grande, Officers responded to a complaint of a loose dog. Officers checked the area, but were unable to locate the animal.

1055 14200th block of Horizon Blvd., Officers responded to a civil dispute. Officers provided information and escorted one party off the property at the request of the property managers.

1257 14300th block of Desert Sunset, Officers responded to a residential alarm. Officers arrived and found the home to be secured, false alarm.

1310 14200th block fo Desert Orchid, Officers responded to a complaint of a snake in a residence. Officers removed the snake from the premises.

1325 13900th block of Horizon Blvd., Officers assisted a stranded motorist.

1430 At the Horizon City PD headquarters, Officers received additional information on a motor vehicle crash.

1455 At the Horizon City PD headquarters, Officers received additional information on an ongoing investigation.

1513 In the area of Horizon Blvd. & Darrington Rd., Officers assisted a stranded motorist.

1519 14500th block of Escalera, Officers responded to a domestic disturbance. Officers determined that the extent of the disturbance was verbal in nature.
1600 14500th block of Encantado, Officers responded to a request for a wellness check on a person. Officers determined that there was no need for medical or law enforcement intervention.

1800 12200th block of Emerald Pass, Officers were dispatched to assist the El Paso County Sheriff’s Office.

1835 14400th block of Golden Eagle, Officers responded to a complaint of a persons disturbing. Officers arrived and made contact with the person, and asked them to leave the area.

1913 200th block of Desert Breeze, Officers responded to a complaint of a disturbance, Officers determined that no emergency or law enforcement intervention was necessary as a result of the parent-child discipline dispute.

2246 400th block of N. Kenazo Ave., Officers responded to a complaint of a person disturbing. Officers checked the person and determined no need for medical or law enforcement intervention.

2300 14300th block of Desert Point, Officers responded to a complaint of excessive dog barking in the area. Officers checked the area and determined no excess noise levels.

2353 Officers responded to a request for assistance from an outside law enforcement agency in locating a vehicle inside our jurisdiction.

0228 1400th block of Horizon Blvd., Officers conducted a check of a person and determined probable cause to charge the person with public intoxication.

0302 In the area of 300th block fo N. Kenazo Ave., Officers responded to a request for assistance from an outside law enforcement agency in conducting a high risk stop of a vehicle inside our jurisdiction.

0313 In the area of Roslyn Ln & Cutler St., Officers responded to a complaint of a suspicious person. Officers checked the area but were unable to find anyone walking in the area.

0351 400th block Linger Ln., Officers responded to a complaint of excessive dog barking in the area. Officers checked the area and determined no excess noise levels.

October 17: No Arrests

0702 In the area of Horizon Blvd. and Ascension, Officers assisted EPCSO deputies in response to a rollover motor vehicle crash.

0715 14400th block of Desierto Bueno, Officers responded to a complaint of a suspicious vehicle. Upon further investigation, officers determined that the vehicle had been seen overnight but not reported until the morning.

0729 Officers responded to a complaint of malfunctioning traffic lights in the intersection of Eastlake Blvd. & Darrington Rd. Officers conducted traffic control to alleviate the traffic congestion, Officers also contacted TX Department of Transportation.

0829 Officers responded to a motor vehicle crash at the 13600th block of Horizon Blvd. No injuries or major damages reported to officers, drivers of both vehicles did not wish to file report but rather make their own arrangements for repairs or restitution.

0855 400th block of Las Palomas, Officers responded to a residential alarm, Officers checked the home and found it to be secured, false alarm.

0937 700th block of Weirman St., Officers responded to a complaint of a natural gas leak. Upon further investigation, Officers discovered a decomposing animal in the area and requested clean up by city street maintenance personnel.

1121 At Horizon City PD headquarters, Officers received information on a complaint of a burglary at a home located on the 500th block of Cristian. Officers initiated investigation and generated a report.

1112 14600th block Horizon Blvd., Officers attempted to locate a missing juvenile. (runaway)

1150 14100th block of Cow Tongue, Officers received additional information on a motor vehicle crash which took place recently.

1515 At Horizon City PD headquarters, Officers conducted a wellness check on a person, upon investigation, Officers determined that there was no need for medical or law enforcement intervention.

1745 Pawling & Darrington Rd., Officers responded to a motor vehicle crash. Officers issued CR-2 report (Blue Forms)

1819 300th block of Brill, Officers responded to a complaint of Criminal Mischief. Officers conducted investigation and initiated a police report.

1833 14200th block of Desert Ash, Officers responded to a complaint of a loose dog. Officers located the dog and brought it to the HCPD kennel awaiting pickup by county animal control services.

1928 Alderwood Manor & Ashford St., Officers responded to a complaint of a suspicious vehicle. Officers checked the area and found that the vehicle was gone upon their arrival.

2003 14300th block of Venecia, Officers responded to a complaint of a dog bite. Officers conducted investigation and initiated a police report.

2034 13900th block of Horizon Blvd., Officers Officers assisted a stranded motorist.

2053 In the area of Horizon Blvd & Kenazo Ave. Officers responded to a complaint of malfunctioning traffic lights. Officers also contacted TX Department of Transportation.

2257 14400th block of Desierto Bueno, Officers monitored this area due to recent criminal activity in the area.

0028 14300th block of Desert Wind, Officers responded to a domestic disturbance. Upon further investigation, Officers determined that the incident was related to parent child discipline. Parties involved were asked to separate to allow a period of de-escalation.

0420 13600th block of Horizon Blvd., Officers responded to a complaint of assault. Upon further investigation, Officers determined that the incident took place in the City of El Paso and referred the complainant to EPPD.

0500 13600th block of Horizon Blvd., Officers responded to a complaint of theft. Upon further investigation, Officers determined that the complainant was a resident of the El Paso Multi Use Facility. The complainant was referred to his case worker at the El Paso MUF.

October 16: One Arrest

0715 In the area of Darrington Rd & Eastlake Blvd., Officers responded to a complaint of malfunctioning traffic lights at the intersection. Officers conducted traffic control to alleviate traffic and contacted TX Department of Transportation.

0722 In the area of Desert Mist & Eastlake Blvd., Officers responded to a complaint of burglary. Officers conducted investigation and collected evidence at the scene.

0800 14000th block of Horizon Blvd., Officers responded to a residential alarm. Officers arrived and determined the the home was secured, false alarm.

0907 14700th block of Dust Devil, Officers responded to a theft complaint. Officers were able to locate the mobile phone and return it to the owner.

1001 400th block of Las Palomas, Officers responded to a residential alarm, but were cancelled momentarily. Alarm companies may cancel police response if the homeowner is able to provide the alarm company satisfactory information to verify their identity.

1021 At the Horizon City PD headquarters, Officers conducted fingerprinting at the request of a person seeking them for official documents.

1255 14600th block of Horizon Blvd., Officers conducted a follow up regarding a missing juvenile. The juvenile had returned.

1624 14300th block of Bryce, Officers responded to a complaint of forgery. Upon investigation, Officers determined that a telephone scam had been attempted, but the complainant had not fallen for it. Information on how to continue avoiding falling victim to scam attempts was provided.

1712 At the Horizon City PD headquarters, Officers received information on an allegation fo indecency with a child. Officers opened an investigation and initiated a police report.

1820 14000th block of Desert Wildflower, Officers responded to a fraud complaint. Upon further investigation, Officers determined the matter to be of a civil dispute nature.

1943 In the area of Mel Cole and Roslyn, Officers responded to a wellness check. Officers met with the person and determined that no emergency or law enforcement intervention was necessary.

2025 14000th block of Desert Lilly, Officers responded to a complaint of a person in the area causing a disturbance. Officers arrived and checked the area but were unable to locate the person.

2026 400th block of Lauren, Officers responded to a complaint of a missing juvenile. Officers initiated a runaway report.

2230 13900th block of Horizon Blvd., Officers responded to a complaint of a loose dog. Officers checked the area, but were unable to locate the animal.

2310 In the area of Darrington & Horizon Blvd., Officers responded to a complaint of malfunctioning traffic lights. After assessing traffic volume, Officers contacted TX Department of Transportation.

2314 In the area of 14000th block of Horizon Blvd., Officers came located a person wanted by Horizon City Municipal Court after a traffic stop for a red light violation. Further investigation revealed that the person was in violation of a protective order and was placed under arrest and booked into El Paso County Detention Facility.

0023 600th block of Darrington Rd., Officers checked on two vehicles on the roadway, one vehicle was in need of a tire repair. Occupants and owners of the vehicles were not in violation of any laws.

0431 At the Horizon City PD headquarters, Officers assisted another agency in conducting a search of a prisoner.
