Horizon City Police Department’s Weekly Blotter: February 19 through 25

With February almost done and March nearly upon us, the men and women of the Horizon City Police Department continued to keep the High Desert safe and sound.

In addition to their regular duties, HCPD Officers conducted periodic checks of the businesses and homes listed on their vacation watchlist.  For last week’s missions, read on, to view the previous week’s missions click here.

February 23rd: No Arrests

0748 13600th block of Horizon Blvd., Officers responded to a complaint of an unruly patient. Officers determined the patient was a resident of the MUF and released the subject to MUF personnel.

0822 At the Horizon City PD headquarters, Officers responded to a complaint of theft. The complainant will seek restitution in lieu of prosecution.

1132 900th block of Maravillas, Officers responded to a domestic disturbance. Officers determined the extent of the altercation was verbal in nature.

1216 Officers responded to a request for a personal safety and wellness check. Officers checked on the people in question and determined no need for emergency intervention.

1305 14500th block of Horizon Bvd., Officers responded to a motor vehicle crash. Damages were minor, no injuries reported, drivers exchanged information at the scene.

1651 At the Horizon City PD headquarters, Officers met with a person with questions regarding a vehicle collision which had previously.

1843 Officers responded to a motor vehicle crash. Damages were minor, no injuries reported, drivers exchanged information at the scene.

2200 Officers responded to a complaint of shots fired in the area of Marvillas & Puentecillas. Officers checked on a group of subjects possibly related to the complaint and located marijuana. Officers will present charges to the DA’s Office as non-arrest.

2349 400th block of Lauren, Officers responded to a complaint of criminal mischief. Officers provided information.

0031 14300th block of Thayer Pease, Officers checked on a vehicle and located three juveniles breaking curfew. Officers issued citations respectively and released juveniles to parents.

0138 14500th block of Alcon, Officers checked on a vehicle and located drug paraphernalia. Officers issued citations respectively.

0214 14500th block of Puerto Del Carmen, Officers responded to a complaint of kidnapping. Officers determined the complainant had likely fallen victim to a phone scam which took place in the city of El Paso. Officers referred the victim to El Paso Police Department.

0234 14200th block of Desierto Bueno, Officers responded to a complaint of shots fired. Officers checked the area but were unable to located activity as described.

February 22nd: No Arrests

0720 14700th block of Horizon Vista, Officers responded to a complaint of a vehicle blocking a driveway. Officers were cancelled as the vehicle drove away shortly after officers were dispatched.

0948 At the Horizon City PD headquarters, Officers met with a person with questions regarding their police report.

0832 1500th block of Chatham, Officers responded to a parent with additional information regarding the possible whereabouts of their runaway juvenile.

1111 700th block of Maravillas, Officers responded to a complaint of a water leak on the roadway. Officers notified the water district. Officers did not observe any flooding.

1222 1500th block of Hartsdale, Officers responded to a complaint of a suspicious person. Officers checked the area but were unable to locate a person as described.

1238 100th block or Cholla, Officers assisted ambulance and fire crews with a medical emergency.

1519 100th block of N. Kenazo Ave., Officers responded to a motor vehicle crash. Officers investigated the collision and generated a CR-3 crash report.

1616 Officers responded to a complaint of a vehicle driving erratically in the area of Horizon Blvd. & Rifton. Officers checked the area but were unable to locate a vehicle as described.

1805 400th block of Las Palomas, Officers responded to a child custody dispute. Officers provided information.

1838 Officers responded to a complaint of a vehicle causing a disturbance in the area of Thayer Pease & Lauren. Officers checked the area but were unable to locate the vehicle as described.

0510 Officers responded to a request to fill out paperwork on a patient at the Providence Hospital.

February 21st: No Arrests

0929 100th block of N. Kenazo Ave., Officers responded to a commercial fire alarm. Officers and HCFD determined a false alarm after checking the premises.

0958 Officers responded to a complaint of unlawful parking in the area of Rifton & Horizon Blvd., Officers located a vehicle parked in excess of 18in from the curb and issued a citation.

1220 14000th block of Apache Plume, Officers responded to a complaint of parking violations. Officers issued a warning.

1256 700th block of Nazareno, Officers responded to a complaint of animal cruelty. One neighbor alleged that a child was throwing objects at their dog. Officers determined juveniles had accidentally thrown balls over the yard. Officers did not observe any injuries or cruel conduct towards the animal. Officers met with both neighbors.

1400 At the Horizon City PD headquarters, Officers responded to a complaint of identity theft. Officers determined the incident took place outside the city limits and referred the complainant to the El Paso County Sheriff’s Office.

1518 14400th block of Horizon Blvd., Officers responded to a complaint of a patient causing a disturbance. Officers arrived and were able to deescalate the patient.

1530 14400th block of Golden Eagle Dr., Officers responded to a few questions regarding municipal ordinances.

1608 700th block of Danube, Officers conducted a civil escort.

1614 At the Horizon City PD headquarters, Officers responded to a complaint of a indecent exposure. Officers conducted investigation and determined the complaint did not meet the elements to the offense. Officers provided information.

1644 Officers responded to a complaint of a suspicious person in the area of Valentin & Danube. Officers checked the area and located the person. Officers met with the person and determined no illegal activity.

1749 14300th block of Desert Cactus. Officers responded to a complaint of Identity Theft. Officers generated a police report.

1820 14600th block of Horizon Blvd., Officers responded to a request for emergency vehicle lockout.

1836 900th block of Maravillas, Officers responded to a residential alarm. Officer response was canceled by monitoring alarm company.

1843 Officers responded to a complaint of subjects disturbing in the area of Narciso & Maravillas. Officers checked the area but were unable to locate subjects as described.

1900 14300th block of Desierto Bonito, officers responded to a complaint of subjects disturbing. Officers checked the area but were unable to locate subjects as described.

2007 600th block of Villa Romero, Officers responded to a complaint of credit card abuse. Officers generated a police report.

2103 At the Horizon City PD headquarters, Officers met with a parent concerned about their child’s conduct. Officers met with the child and the parent.

2115 13900th block of Horizon Blvd., Officers responded to a complaint of subjects with guns at a store. Officers checked on the subjects and determined that the subjects were plain clothed law enforcement officers.

2335 15600th block of Catham, Officers responded to a complaint of a missing juvenile. Officers generated a police report.

0030 13800th block of Horizon Blvd., Officers responded to a commercial alarm. Officers checked the premises and determined a false alarm.

0514 13600th block of Horizon Blvd, Officers responded to the Providence Hospital to field emergency detention paperwork.

0540 13900th block of Horizon Blvd., Officers responded to a complaint of a person causing a disturbance. Officers checked the person in question and determined no illegal activity.

0832 At the Horizon City PD headquarters, Officers responded to a civil contention.

0834 15000th block of Homestead, Officers responded to a residential alarm. Officers checked the home and determined a false alarm.

0837 14400th block of Las Aguilas, Officers assisted ambulance and fire crews with a medical emergency.

0848 In the area of the Horizon City PD headquarters, Officers responded to an emergency water line break. Officers directed traffic away from the water hazard zone. Workers shut down the North/ South lanes of Darrington Rd. between Homestead and Horizon Blvd.

0925 Officers responded to a complaint of shots fired in the area of Golden Eagle & Darrington Rd. Officers checked the area but were unable to locate activity as described.

1133 13600th block of Horizon Blvd, Officers responded to a report of a patient with an animal bite at the Providence Hospital. Officers determined the incident took place outside of the city limits and referred investigation of the incident to the City of Socorro Police Department.

1311 14200th block of Horizon Blvd., Officers responded to a complaint of criminal mischief/ theft of gasoline. Employees will contact HCPD at a later time for follow up.

1535 14000th block of Apache Plume, Officers responded to a complaint of parking violation. Officers issued a warning.

1547 13900th block of Horizon Blvd, Officers responded to a complaint of a loose dog. Officers were able to contain the animal and held it for El Paso County Animal Control Services.

1613 14200th block of Desert Ash. Officers responded to a domestic disturbance. Officers determined both parties engaged in a minor physical altercation.

1722 Officers responded to a complaint of a traffic hazard in the area of Pawling & Darrington. Officers checked the area and observed the roadway was clear.

1821 Officers responded to a complaint of malfunctioning traffic lights at Horizon Blvd & Darrington Rd. Officers monitored the traffic lights and observed the lights appeared to be cycling correctly. Officers notified TXDOT about the multiple complaints at the intersection for further evaluation.

1827 14000th block of Apache Plume, Officers responded to a complaint of a parking violation. Officers issued a warning.

2336 800th block of Villa Seca, Officers responded to a complaint of a vehicle causing a disturbance. Officers checked the area but were unable to locate a vehicle as described.

2358 200th block of Tierra Linda, Officers responded to a complaint of terroristic threat. Officers determined no imminent threat of death or serious bodily injury.

February 19th: No Arrests

0727 Officers responded to a motor vehicle crash with injuries at the intersection of Darrington Rd. & Eastlake Blvd. Officers determined that the collision took place outside the city limits and referred the documentation of the collision to El Paso County Sheriff’s Office.

0944 Officers located a person wanted by the Horizon City Municipal Court during a traffic stop in the area of Rudi Kuefner & Darrington Rd. The person was referred to HCMC warrant services.

1105 14500th block of Desert Ash, Officers assisted ambulance and fire crews with a medical emergency.

1203 14300th block of Desierto Bonito, Officers tagged four vehicles in violation of city ordinance parking violations.

1220 At the Horizon City PD headquarters, Officers met with a person seeking information about handguns.

1414 14000th block of Apache Plume. Officers responded to a report of a brush fire. Officers observed that the fire was coming from a backyard fire pit.

1457 At the Horizon City PD headquarter, Officers responded to a complaint of lost property. Officers generated a police report.

1528 14000th block of Apache Plume, Officers responded to a complaint of a vehicle parked on the sidewalk. Officers met with the homeowner and issued a warning.

1603 700th block of Danube, Officers responded to a request of a civil escort to the 14200th block of Desert Sage.

1826 At the Horizon City PD headquarters, Officers met with a person with questions regarding a civil contention.

1837 14100th block of Lago Seco, Officers responded to a complaint of terroristic threat. Officers determined no imminent threat took place.

2000 14300th block of Lago DiCado Officers responded to a residential alarm. Officers checked the residence and determined a false alarm.

2131 At the Horizon City PD headquarters, Officers received information regarding alarming posts on social media involving threats to a high school campus outside of our city limits. Officers passed the information to El Paso County Sheriff’s Office.

2209 700th block of Cora Rueker, Officers responded to a domestic disturbance. DA’s Office declined prosecution against a person involved which officers had determined to be the aggressor in a misdemeanor assault. Officers generated a police report.

2335 14000th block of Lago Seco, Officers responded to a domestic disturbance. DA’s Office declined prosecution against a person involved which officers had determined to be the aggressor in a misdemeanor assault. Officers generated a police report.

2335 600th block of Valle De Bravo, Offices responded to a complaint of burglary of habitation. Officers conducted investigation and determined no break in had occurred.

0237 14700th block of Calhoun, Officers responded to a complaint of a suspicious person. Officers checked one person and determined no illegal activity.

0253 400th block of Von Bargen, Officers responded to a complaint of a suspicious person. Officers checked the area but were unable to locate a person as described.
