CAPTURED: EPPD Arrests Escaped Sex Offender #14 on Tuesday

According to the El Paso County Sheriff’s Office,escaped sex offender Frank Cousins was arrested by the El Paso Police Department.

Via an EPCSO news release, EPPD officers arrested Cousins on the 900 block of East Yandell, and booked him into the El Paso County Detention Facility as of November 14, 2017.

The El Paso County Sheriff’s Office is once again requesting assistance from the community in locating another sex offender – Frank Cousins – who was housed at the facilities two miles south of our town’s city limits.

According to EPCSO officials, on Thursday, October 12, Frank Cousins left from the El Paso Multi-Use Facility located at 1700 Horizon Boulevard, just across the street from the Sparks Neighborhood.

Cousins was scheduled to report the Social Security Office but never returned to the facility and his whereabouts are now unknown. His last known location was the 600 block of Texas Avenue, in El Paso. He is now wanted on a Parole Violation and an additional charge of Sex Offenders Duty to register is forthcoming.

His sex offense is for Aggravated Sexual Assault, the victim being a 9-year-old female at the time of the offense; he is on parole for said offense
