CAPTURED: Sex offender leaves facility Wednesday, cuts off tracking bracelet in El Paso

On December 17, 2019, Sheriff’s Office deputies received information the possible location of wanted sex offender Julian Martinez.

On December 18, 2019, with the assistance of the U.S. Marshals Lone Star Fugitive Task Force and with the Texas Department of Public Safety, a traffic stop was initiated and Martinez was taken into custody on the 8100 block of Pandora.

Martinez was booked into the El Paso County Detention Facility.

The El Paso County Sheriff’s Office is requesting assistance from the community in locating Julio Adrian Martinez, a sex offender.

According to EPCSO officials, on Wednesday, November 20, Julio Adrian Martinez was allowed a pass from the El Paso Multi-Use Facility located at 1700 Horizon Boulevard, south of Horizon City limits and across the street from the Sparks Neighborhood.

Martinez was allowed a pass to the Social Security office located at 11111 Gateway West Boulevard and his whereabouts are now unknown.

EPCSO officials add that Martinez cut-off his ankle monitor at the intersection of Ochoa Street and Myrtle Avenue.

He is now wanted on a Parole Violation and an additional charge of Fail to Comply with Sex Offenders Duty to Register is forthcoming. His sex offense is for Engaging in Illicit Sexual Conduct in Foreign Places, the victim being a 15-year-old female. He is on Parole for Fail to Comply with Sex Offender Registration.

  1. That’s Outrageous. Who’s knows what this dude is capable of doing. Come On El Paso/ Horizon City Police Departments or whoever was in charge of the inmates there Do Your Jobs Correctly And This Wouldn’t Be Happening. Whenever I drive by that facility it looks and seems that the inmates are freely moving about. Now why I’ve got no clue???
